The short answer: Yes, an invitation letter is required.

A more detailed answer:

Invitation letters and forms are required for visitors to Belarus. (Some
Belarusians say that this is, in part, due to the requirements made of
Belarusians when then visit other countries, such as the US.)

Not for EU citizens it isn't (I flew back from Minsk 2 days ago)
